Contracts must be purchased (as a prime contractor) or granted access by having a payment recorded to you (as a subcontractor).

Purchase a contract
The Signet service is paid by the awarded prime contractor via credit card on a per-contract basis. The price is a one-time fee, plus tax, if applicable, per contract for all eligible contracts. The fee is not a line item on a project to receive reimbursement.
All subcontractors on the contract automatically get access to the Signet service after the awarded prime purchases the contract. There is no fee to use the Signet service for subcontractors.
For questions about paying tax on a contract, see our state sales tax information page.
All projects that have at least one Subcontractor are required to use Signet, and all subcontractor payment reporting must take place within Signet.
If a prime doesn't expect to have any subcontractors, they aren't required to get access to Signet for that project. If that changes, and the prime finds that there will be a subcontractor, the prime has 10 days to notify the department and get access to Signet.
Navigate the Contracts page
The Contracts page displays all of the contracts you are associated with in Signet. It's the first page you see when you log in to Signet, and you can navigate back to this page at any time by clicking on Contracts from within the breadcrumb trail at the top of any page in the service.
On the Contracts page, you'll see the project name and contract number for each of your contracts. A preview of the contract displays:
- number and total dollar amount of payments received on the contract
- number of payments in New and In progress status
- number of late payments
To view contract details, click on its Project ID. You'll be taken to the contract's dashboard, where you can view payment details in depth.
Use the Search field to find contracts by keyword. You can enter all or part of the contract name/ID, or keywords from the project description.
Late payments are displayed only for payments with a New status.
Favorite a contract
If there is a contract you need to view often, you can mark it as a favorite for quick access.
Click to select the Star icon next to a contract's ID to mark it as a favorite. Display your favorite contracts by selecting the Only show favorites toggle to activate the filter.
Export to spreadsheet
To export a contract, expand the three-dot menu next to a contract's ID and click Export contract. The contract's details will be exported in spreadsheet format.
Closed contracts are marked inactive in the Signet service. Use the filter to see any inactive contracts.
Inactive contracts are available for 90 days. You can still export all contract data during that time.
Navigate contract details
When you click on a contract to view its details, you are taken to the contract's dashboard for a high-level overview of all payments that are new, in progress, or completed.
From the contract dashboard, you can take the following actions.
The Recent payments tab displays all payments in the New, In progress, and Completed phases.
To view a payment's details or to mark the payment complete, use the links on the payment card or expand its action menu.
Use the Filter drop-down menu to select All or Late payments to display. Use the search bar to find payments by keyword.
Select the Payment history tab to view a high-level overview of all payments made on the contract displayed as a list. The preview shows the amount received, date received, estimate number, payment status, and the options to view and export the estimate details.
Use the Filter drop-down menu to select All or Late payments to display. Use the search bar to find payments by keyword.
Click on the Settings tab to manage user notification preferences.
Click on the Settings tab to see who has contract access.
The Access panel will display a list of all businesses with access to the contract based on their association with the contract as determined by the agency.
