Signet creates an account automatically for every user associated with a contract. In general, every subcontractor on a contract gains access to the service automatically once the awarded prime purchases the contract.

How access user accounts work
If you’re an access user, a power user must add you as a member of the business. An account is automatically created for you.
You’ll receive an email letting you know that you've been granted access to the Signet service for your business, but you won't receive an email with an access link to the contract until the next reminder notification is sent or the next payment is recorded to your business.
To ensure your account is created correctly, find out who your business's power user(s) are and make sure they have the correct email address on file for you.
How power user accounts work
You initially become a power user for your business by having the correct email address on file with the agency before the contract starts. Power users can also promote other users to become power users. See Add and manage business users to learn more.
When the agency records the initial payment to the prime, the power users on file with the agency receive an email inviting them to activate the business account. The prime can then purchase the contract and act on the payment. If you need help getting the correct email address on file, contact your agency. See [Agency contacts article].
How contract purchasing and billing works
The awarded prime contractor pays for the Signet service by credit card, on a per-contract basis. The price is a one-time fee, plus tax where applicable, for each eligible contract. This fee isn't a reimbursable line item on a project.
Once the awarded prime purchases the contract, every subcontractor on that contract gets access to Signet automatically, at no cost to the subcontractor. For questions about tax on a contract, see the state sales tax information page.
Ohio subcontractor rules
Every Ohio project with at least one subcontractor must use Signet, and all subcontractor payment reporting must happen within Signet.
If a prime doesn't expect any subcontractors on a project, they aren't required to get access to Signet for that project. If that changes, the prime has 10 days from finding out to notify the department and get access to Signet.
